Lead-Safety for Nonprofit Property Owners, Developers and Managers

Lead safety rules and guidelines must be followed during renovation of older homes and apartments.

This how-to manual was produced by the National Center specifically for nonprofit organizations that work in deteriorated neighborhoods to provide affordable housing.

Very often the residents of these neighborhoods are at highest risk for lead poisoning.low-income, minority populations living in older, deteriorated housing. However, the manual should be useful for anyone owning or managing rental housing.

Because low-rent housing has a very low or non-existent profit margin, it is important that the lead safety techniques be as low cost as possible while being protective of children's health. The recommendations in this manual were written with that in mind. There is a short overview of the problem, and more detailed sections on how to develop property in a lead-safe manner, and how to maintain property in a lead-safe manner.

The Appendices include an explanation of the current federal regulations regarding lead-based paint, a sample form for owners to record lead maintenance activities, and detailed explanations of essential maintenance practices and standard treatments.
